Judges Insight Good Skill For Pvp And PvE? - Guild Wars Forums

Right now Ive got 9 in str and tactics maxed axe mastery and 3 in protection prayers for protective spirit. Is judges insight a good spell for someone using zealous axe and how can I encouporate it into my build. My tactics move is sheild stance and my elite is eviserate.
